Their supervisor, Capt. Biddle (Edward Winter), is a strict martinet who often critiques their methods. However, they have the support of George Grinsky, an openly gay former football star who runs a rundown diner called “La Cage aux Grease." McCarren and Rado are on the trail of a dangerous individual targeting the street community. The homeless are being beaten and burned, prostitutes are turning up dead, and tensions are rising.
